A teleconference organized with National Focal Point, in first week of August 2010. Mr. Zakir said that they will get back to UNISDR with the plans and suggestions for the HFA review and reporting in Bangladesh, early next week. Mr. Zakir has replied on September 30, 2010 and had said that they are initiating the process for HFA Interim Report 2009-2011. They have planned 3 - 4 workshops in order to finalize the report up till December 2010. UNISDR has replied that deadline for Interim reporting is almost over, but the initiated process will be of great help in submitting final report for 2009-2011, in March 2011. Although it has been observed on the admin section of HFA Monitor that Bangladesh is in process of uploading the HFA Interim Report 2009-2011. Since the deadline has been extended for another month or so, we will try to coordinate with Bangladesh National Focal Point to organize at least one consultation workshop before the final submission of HFA Report 2009-2011. I will do further follow-up on this and will update accordingly. |

MCA translated the report template into Chinese and sent official letters to about 20 ministries asking for their inputs. 3. A multi-sectoral coordination meeting was organized on 21 July 2010 to introduce HFA progress review and specific requirements for inputs. 4. According to the plan, line ministries are supposed to submit their respective inputs by 15th August. According to our counterparts, some 7-8 ministries have submitted their parts and others are in the process. The Chinese Government's internal deadline might be extended to the 20th August because, as explained below, they are all struggling with multiple emergency responses to recent landslides and floods that have hit many parts of China. 5. MCA will consolidate the sectoral inputs and prepare a first draft of the report for further consultation. By following these internal procedures of the Government, MCA is confident that the 30th September deadline of submission will be met. China has initiated uploading of HFA Interim Report 2009-2011 and will soon complete it. Follow-up / remibnder sent to UNCt / National Focal Points and they said that they are well aware of the deadline and they are working on it. |

Due to the situation, the HFA Reporting process might prolong beyond September 2010. According to the last mail from the UNCT Focal Point Mr. Ahsan Zakir, they have invited UNISDR representative to initiate the process for HFA Reporting. During the meeting with NDMA Pakistan, along with UNCT Focal Points from WFP and UNDP, it has been decided that the first HFA consultative workshop will be organized on 26 - 27th October 2010. About two weeks ago the process was completed and the results of the discussion/consultation were submitted to BNPB (in bullet points). BNPB, with support from UNDP (DRR Analyst), has just finished writing the narratives of the draft report last week and currently the draft report is still being reviewed by BNPB. The draft will also be shared with UNRC Office before it's finalized. In terms of timing, I believe we are right on schedule and will be able to meet the deadline set by UNISDR. It has observed on HFA Monitor that Indonesia has not started the process of uploading HFA Interim Report 2009-2011 on the HFA Monitor. I discussed this with Marqueza and due to her follow-up, National Focal Point and UNCT Focal Point have already uploaded Interim HFA Report 2009-2011 onto online HFA Monitor. |

The last trip to Kon Tum province completed on August 31. At the same time, some consultation at the national level with government ministries and mass organizations are being conducted by other members of our team. So far, the consultation team has received very strong collaboration from most of the stakeholders, thanks to the important introduction letter from the Standing Office of CCFSC and support from PMU staff in coordinating for our visits. Consultation team have been able to collect much helpful information from both local and central agencies for our report writing which will start during the week from September 6 to 10. Also been able to read/review many important documents relating to the DRR. By Mid-September, the whole team will be able to produce responses to HFA Monitor and prepare a draft report for sharing with Vietnamese government agencies in charge of DRR and UNDP for comments. HFA Interim Report completed and uploaded to HFA Monitor. |

They mentioned that in last reporting cycle they experienced difficulties in collecting information from some stakeholders, therefore they requested that UNISDR should send direct letter to some of the stakeholders for information collection. They said in some cases they also want some body from UNISDR to accompany them to the relevant stakeholders for this purpose. DDPM also mentioned that they would need some financial support in organizing consultative workshop in August 2010. Since I left Thailand, I sent several reminders to National Focal Point but never got any response from them. I suggest somebody from Bangkok office should follow-up on this. I will also keep on trying. |

UN-OCHA | National level HFA consultation workshop conducted on Mr. Edmore is in consultation with National Focal point (RRD) in Maldives. Representative from UNISDR participated and facilitated the workshop. As the result of workshop, a basic framework for the Interim HFA Report 2009-2011 has been developed. It was identified during the workshop that more stakeholders need to be consulted in order to compile all the information needed for the report. As basic framework of the report and the mechanism for further information collection has been decided. Five task groups have been formed, according to the five priority areas of HFA, for further information collection. All the task groups will collect information and report back to steering committee, which comprised of UNCT and National Focal Point along with representatives from UN agencies and I/NGOs. The steering committee is being lead by RRD Myanmar. Second HFA workshop conducted in is planned to be conducted on 13th August 2010.
